Second, governance must be systematic and repeatable, not bespoke and ad hoc. This requires investment in documentation, templates, processes, and tools. It is tempting to skip this step: approve each model individually rather than building approval frameworks. But the long-run cost is higher: bespoke governance does not compound, whereas systematic governance does. Every new model benefits from the frameworks built for previous models.
Third, governance must be integrated into the development process, not bolted on afterward. This is perhaps the most important principle. When governance happens after development — after the model has been built, after decisions have been made — governance becomes obstruction. When governance happens during development, as part of the design process, it becomes enablement.
